This Practice supplements API Standard 661, 7th Edition, July 2013 - Petroleum, Petrochemical, and Natural Gas Industries - Air-cooled Heat Exchangers. Together, this Practice and API STD 661 provide requirements for an air-cooled heat exchanger. This Practice and API STD 661 describe minimum requirements for the design, materials, fabrication, inspection, and testing of air-cooled heat exchangers. This Practice describes additions, modifications, and deletions made to API STD 661. In addition, this Practice describes decisions made regarding options offered by API STD 661. This Practice supplements, but does not supersede, API STD 661 and any applicable jurisdictional requirements.

Low-Pressure, Welded Vessel Specification (Universally Applicable)

This Practice provides requirements for the construction of low-pressure, welded vessels that in general meet the philosophy and requirements of Section VIII, Division 1 of the ASME Boiler and Pressure Vessel Code (Code), but do not require Code inspection or stamping. Vessels may be shop or field fabricated. This Practice describes the basic requirements for the design, materials, fabrication, examination, inspection, and testing of aboveground, welded, cylindrical shell, single-wall vessels having a nameplate with an internal and external Design Pressure not greater than 103 kPa (15 psig) at the top of the vessel in the normal operating position. An additional specification may be required to define options covered herein and other specific requirements considering service (startup, normal operation, upset, shutdown), location, maintenance, etc. The documents listed in Section 2.1 shall be used for a complete purchase specification. This Practice is not intended for flat-bottom tanks or API-type field-erected storage tanks. Unless approved by Purchaser, this Practice is not to be used for low-pressure vessels that will contain “Lethal Substances” as defined in Code Endnote 64.

Change Management (Universally Applicable)

This Practice defines Change Management as it relates to Project Engineering, starting from change identification, evaluation of change, preparing the change management package, through change review, implementation, and closeout. This Practice illustrates the fundamental steps for evaluating, processing, and implementing a proposed change. These steps are summarized in a flow chart included as an appendix to the Practice. Each project, Owner, or Contractor will create or have their own change management procedures which are based on the specifics of the project undertaken. This Practice is aligned with the Project Management Institute (PMI) Book of Knowledge (PMBOK) Rev. 6, including project management terms and definitions. In addition, this Practice is aligned with the Construction Industry Institute (CII) with respect to best practices in the industry. This Practice does not apply to the Management of Change (MOC) as defined by regulatory bodies such as OSHA, DOT, and other federal, state and local regulators. As an example, Occupational Safety and Health Administration (OSHA) under 29CFR1910.110, Part (I) mandates implementation of a Management of Change (MOC) process to document changes to process safety information identified in part after the completion of a Process Hazard Analysis.

Design Guide for Insulation in Hygienic Facilities

This Practice provides guidance for the design of insulation systems used in a hygienic environment requiring clean or Current Good Manufacturing Practices (CGMP) design. This Practice describes the types of insulation systems that are indicated by the type code on the Piping and Instrumentation Diagrams (P&IDs), data sheets, and other design documents. This Practice provides guidance on insulation design criteria, insulation materials, extent of insulation, determination of insulation thickness, and insulation material properties. Insulation in non hygienic facilities/non CGMP areas should refer to PIP INEG1000.

This Practice provides requirements for fabricating and examining piping systems in accordance with ASME B31.3 Process Piping, (hereinafter referred to as the Code). This Practice describes the requirements for both shop and field fabricated piping. Piping fabrication requirements are provided for materials, welding, forming, and heat treatment. Examination requirements are provided for piping materials, components, fabrication, assembly, and erection. Requirements for examination documentation are provided. Examination methods, acceptance criteria, and requirements for correction of defective work are also provided.
